Bring to the boil the potatoes in a large pot of salted water. Boil until tender but not falling apart, around 15 minutes. Drain thoroughly and cool.
Meanwhile, boil the eggs for 8 minutes then drain and cool. Peel and chop finely.
In a large bowl, mix together the mayonnaise, sugar, apple cider vinegar, parsley, mint, pickles, celery, green onion and egg.
When the potatoes are cool, add to the bowl and mix thoroughly. Leave for the flavours to mingle for at least an hour before serving. Check for seasoning and serve cool but not super cold.
